Bend tab 222 to increase tension on governor spring item 209 to increase rpms. Reduce spring tension to lower rpms. It maybe necessary to remove the air filter for access to identify and adjust the tab.The 222A assembly shows a pivoting tab used when a throttle cable is present. Otherwise the tab is fixed to a similar bracket.

Most likely the carburetor float/needle valve is stuck open. Checked the oil level, if it is high and smells of fuel then that's the problem.

Service the carburetor and change the oil.

Have you tried flushing and cleaning the fuel system from the tank all the way to the carburetor? If there is a filter in the fuel system try cleaning or replacing it.
