Briggs engine starting problem
Maybe the connections to the battery are bad. The battery could be bad. The starter could be bad as the most likely cause.
The crankshaft could have too much resistance to mvoement.

How do I hook up and use soap on model 020228 pressure washer
There are different nozzles. One for detergent, Max, General and Delicate. The detergent one is more a less a soaker its opening is the biggest (less producing pressure), it's the one that must be used to siphon the soap out of the container none of the other tips will allow to siphon. My pressure washer starts on the first pull but
the carb is dirty, drain the carb bowl sump, then if your lucky get fresh gasoline and clean and refill the gas tank,also get a spray can of carb cleaner into the intake from the parts store and while running & gently spray into intake as not to kill engine,this may help then fresh gas can finish cleanout, otherwise the carb needs to be replaced and being a genset most dont sell a rebuild kit, and are sealed so as to keep rpm's constant on a genset for voltage output and safe levels of power output
Trying to hook up a new throttle cable
There are many different linkage configurations. Go onto Briggs and stratton.com and enter your exact nodel number and type number and it will give you a picture of the options

Trace the throttle cable, it probably has a loose mount/clamp somewhere along its length.
Cannot get my my mower started.
Try a different fuel type i.e. carb cleaner or starting fluid. Remove air filter, set throttle mid range, spray a 1 second burst into carb throat, leave air filter off, promptly start (minimum 3 pulls).
If it fires, runs a few seconds and dies then the problem is no fuel delivered from carburetor. If no fire then it may be flooded. Remove spark plug. If plug is wet then likely flooded. If plug is dry then spark, timing, or compression.
