I can't give you an actual diagram but a I can try to explain how it should go. There is a line with the filter in the tank that goes to the bottom of the carb, there is another line from the carb that goes to the in port of the primer bulb, the out side of the primer bulb will go back down into the fuel tank. It is not common, but there are so many poor quaility units out there it does not surprise me.

Is it still mechanically sound? whip the muffler off and take a look at the piston skirt through the open exhaust port, any sign of scuffing or damage and it will have to come apart.

If there is good fuel in the tank and there is a good spark, there is only two reasons why it will not fire up, the ignition timing is out ( sheared flywheel key ) or there is too little compression ( engine has seized at some time trapping the rings )

It is running too lean, start with the simple things first, replace the fuel filter in the tank, check all the fuel hoses for signs of damage or fuel leaks, replace as required, if all these things are ok, you need to richen up the mixture screws on the carb ( you may need special tools to do this if they are anti tamper screws ) unscrew 1/8 turn on each and try again.

i find that the pump cover screw vibrate loose behind the clutch
