Go to the Dell support website http://support.dell.com/support/downloads/
Put in your service tag # (it is usually located on a little barcode sticker on the back of your machine). It does not matter if your machine is out of warranty or not. This is one of the reasons I like DELL. DELL has drivers for their machines that go back 10 years or more. I have never had a problem getting them from the website. When you see the downloads that you need download the ones that say driver. You may have to download the chipset driver also. When you do download the drivers and it asks you for the filename to save it as I find that it helps to add a name to the dell #'s to describe the driver so that it looks something like R264710video. Once you download them and transfer them to your computer they should install themself in the correct location (you just have to double-click on the .exe file and answer the prompts (if any)). Let us know if this helps.

is the hard drive set to master or slave?

Check the bios and see if it is listed.

What operating system are you using?

business plans are something you make up as a blue print to run the business
it will have predicted incomes, expenses, key point indicators, safety management plan, expansion plans and customer and complaint handling criteria
Because every business plan is different for each operation , you will not be able to get a program off the shelf
that is why the plan is unique to your business

This is the Creative vista pro vf0100. As it falls under end of life support, I can only point to several things you can try:

The products are old enough you had better wea your Tomb Raider hard hat as you proceed. I have no idea if Driver Booster or Snappy Driver might find a driver for you. You better set up a system restore point before trying any driver for this. I didn't find a driver for it on Softpedia. There are sites that say they have a driver for it but such sites make me want to upgrade my virus protection and malware protection before clicking any links. If you want to take the risk or time to check their legitimacy, that's up to you. I decline to take responsibility for whatever happens! https://ox10.info/creative-web-cam-43.html
