I find no such control as "engage the blades" for this model. There is "blade control" which is a blade brake release and engine run. The blade is in motion any time the engine is in motion, including during start. You hold the blade control lever to start and operate the mower, then release lever to stop engine and blade. there is a bolt to adjust try sears parts direct.com

ed, be sure there is nothing wrapped around the blades. lower the deck and be sure the belt is around all of the pullys. If the belt comes off one of the pulleys or the pulley on the engine it may feel normal but it wont engage the blades.

Can you try putting on the choke

on the engine shroud there should be some numbers. model code and type. take these numbers to your local mower parts store and they can get you the plug you need and tell you what you have.

Your spindle bearings are either worn out or you have a bent blade. Check the blades first. If they are not rubbing on the deck then take the belt off and turn the spindle by hand and see if you feel or hear any grinding noise.
