How do i resize pictues
Not in the camera, unless yours has the crop option in the view menu. Use a photo program on your computer like lightroom or picasa
How do I resart my camera?
This is not an uncommon error. It results from the lens being restricted during the power up. I have personally had many cameras (Canon, Sony, Nikon and Olympus,) like this that suffered this problem. I could not repair them myself. The cost to have them professionally repaired was most of the cost of a brand new one. For comparison search Ebay and then click on "sold" and you will see the prices people have paid for working used ones. The fix, unfortunately, is to buy a used working model. For this camera they start under $20 for as is and for about $50-460 you can buy one in mint condition. (Yes, you think your stuff is worth more until you see what they really sell for. Yikes!?!) So it makes no sense to pay more for a pro to repair yours when you can buy a used one for less than the repair or a new one. Please, don't shoot the messenger...
Why does my camera sate "no memory card"
There are a couple of things you can try: first use a different memory card. The camera is not seeing the one you are putting in it. Also make sure the card is seated all the way in. It is spring loaded and will press down against a spring and lock in place. To remove it you press down and it will come back out as you lift your finger tip. If the card does not want to go in easily you probably have it turned over and are putting it is incorrectly. It only goes in one way.
Shutter fell out
I think you need a new camera. Even when you think you could fix the shutter, there can and will be more damage to the camera. Today, a single repair could cost more hen a brand new camera with better specs then the one you would like to have repaired.
View finder cracked
You may try to lift up the button with a knife point's edge but if it is jammed then the case will have to be removed to free it and to try to remedy the damage from the chewing. If only part of the screen is showing a picture it is cracked and will have to be replaced. You can find the parts on ebay and the directions with google but it is not for the neophyte. You must feel comfortable with the idea that you may not be able to pull it off. BUT!!! If you bought the camera with a credit card you most likely got a second year of warranty and it probably will cover loss and accidents. This is your absolute best bet to fix the camera. Most all credit cards include a second year of warranty on all of your purchases.
How do I attach the wrist strap to the Canon PowerShot D30 camera
The wrist strap has a thin loop on one end. Thread this thin section (like threading a needle) through the strap hole. (It's on the left side of the camera. There are two openings with a bar over the top of the center of them at the bottom corner of the camera body.) Start threading from the middle of the body of the camera and push the strap towards the bottom of the unit. You may need to twist the loop to narrow it and keep it tight. Once you have this narrow loop through the camera, open up the loop and slide the thick material through the center of this thin loop. Pull the wrist strap until the thin loop tightens around the bar.

(Many lanyard straps for electronic gear work the same way. Threading the narrow section under that bar does require decent near point vision. People who are far-sighted may need to wear bifocals or ask someone younger to assist.)
