most washing machines have a section in the pipe before the pump where the hose comes out a few inches above the bottom and this is like a trap where objects fall and are retained
as most machines are difficult to get to the hose or pump , having a filter there is a bit impracticable as you would be cleaning it every other wash
if your machnie doesn't have an end trap arrangement you could improvise such a unit using a "T" section of plastic pipe with the hose on one end , a cap on the other and the hose to the pump from the middle

Sounds like the inlet water valve is not seated properly and is letting water in when it shouldn't .

F3 error code means your washer has not drained. To fix the washing machine error code is simple and straight forward. Simply remove the drain pump filter and slide the filter out and clean the debris inside. The filter in most cases is on the lower bottom panel. Simple depress the tab and fold the access door down. The washer drain pump filter is a white handle twist the handle to remove the filter. If F3 is flashing, then you are having a problem with drainage.
Check that there is no object stuck in the drain hose outlet. Check that the pump is not blocked by foreign objects and clean the pump. Check that there are no kinks in the drain hose.
After making these corrections, run the drain program or press the key button (door open) to empty the machine.

If your washing machine is making a high-pitched whine or squealing noise while running, the main culprit is usually worn motor bearings. To check the motor bearings, remove the belt and run the motor by itself, listening for the noise. If it makes the noise, than the problem is most likely the result of worn motor bearings.

if the valve was stuck open it would run all the time the washer was on i would say that there is a power short running to the valve turning it on when not selected
