First thing to try is turning off the power to the machine for a minute and then turn it back on, if that does not fix it then electronics have a brain problem. Do you have 240 volts at the outlet behind the stove? Should have a double throw breaker at your panel. Make sure both breakers are resetting. I've never seen a reset on a window unit. Normally we have a gfi button on the plug that goes into the wall. Or by unplugging, and plugging back in will reset it.

unplug it if you can and let it set for 20 minutes, set the temp control where you want it and plug it in, wait a bit and see if it starts cooling. you can confuse these things if you turn it off and on rapidly or change the temp control up and down sporadically. The compressor has to take it's time to kick on after it has been shut off and then on again.
