My computer won't power on. Tested power supply by shorting green to black wire. Found PS fan seized. Replaced fan. Worked with pins shorted.
Admittedly, this could still be your power supply (PSU). Perhaps you did attach the 24 pin motherboard (MB) connection to a tester, but since the post does not specifically mention this I presume you may not have. Forgive me if that was done.
Assuming the test was only jumping the 24 pin connection verifying that fans kicked on; my guess would be that the PSU still functions. However, it may no longer be producing enough juice to power the PC.
If you have not done so already, I recommend testing the power supply against a tester to verify that you are getting enough voltage to power the motherboard.
How do i un-stuck the cd drive?

Normally behind the fancy doors of the Dell case is a standard drive. These often have a small hole underneath the tray that comes out. Making sure the power is off to the unit, use a straightened paper clip into this hole and push, making very sure it goes in absolutely straight. This should release the inner catch and push the tray out a few millimetres, allowing you to pull it all the way out.

Is this a new problem and this ran fine until now? If so, you want to make sure you have power going to the computer, power at power strip or surge protector, cables all plugged in correctly and tight. If all that checks out then the most likely cause is the power supply has failed. If you have had power surges or electrical storms recently this could be the cause. If not, your capacitors in the power supply could just be at the end of their life and died.

Does the computer boot into Windows? If not it appears there is an issue with your hard drive. When you turn on the machine, try to get into the diagnostics mode of the computer (F12) and then select BIOS Diagnostics. From there run the tests to see if the hard drive is bad. From there you might have to get a new one.
Why will my fan not run during use but i hear it when the computer powers up?
Fans, mainly the CPU fan, have a speed control which slows the fan down. This is usually controlled by the BIOS. The speed is based on temperature of the CPU. If it's cool with little load the CPU fan will run very slowly and you won't be able to hear it. On startup all fans ramp up to 100% until the BIOS takes over and slows the fan down.
Dell computer modem makes loud rushing sound and won't work
Check connections. Reboot computer. Reboot modem. If no improvement - RESET modem to default. {N.B.: This will remove any changes you have made previously...(Have you checked with the help-desk at your Internet Service Provider?)!} It is usually done by pressing a paper-clip into a hole, usually on the back side of modem, for at least 10x seconds - (check with modem instruction manual). If fault remains after this try another modem. If second modem does the same, then it sounds like a fault in the computer. Check with ISP!

Modem is not functioning properly
There should be a small pin hole .at the back side of the modem you will require a small pin to put it inside it and reset the modem .If this step does not solve the problem...then replace it
What do I do about a "continual power surge?"
you can try taking out the CMOS battery and start the computer and turn it off after a couple of seconds ..then put the battery back and check by restarting the system your problem should be resolved.
What to do when it doesn't turn on?
Try to take the power cable out of the computer and put it in again after 10 secound.
If that doesnt work, then try to take it to an computer repair place.
