This is typically caused by a power supply failure. Failing power supplies can have enough power to turn on lights and fans but not enough to start the computer. The power supply does not store any data so replacing it is a low risk and low cost effort. It is a very well documented process so search the Internet for "replace power supply" for more details. do you mean the processor fan that is located near on the left top corner on the motherboard? if that stopped working then turn of your pc immediately. probably the cpu overheated. if that fan does not work replace it immediately as it will burn the cpu.

The problem could be with your Graphics card.

1) Try the monitor on another PC, is it good? If yes
2) Try removing and re-seating the graphics card.
3) If on board graphics and so no graphics card, try a PCI graphics card in one of the spare slots

Do you getting anything on your screen when you first turn on your computer. This will tell me if the problem is with the video card or something else on the computer.

Also what kind of monitor do your have CRT or LCD. If LCD do you have an old CRT that you can connect to the computer for testing.

Also does the computer sound like it is booting normally or does it not seem like it is booting up.

I rather fear that if you shine a torch into the SD slot, you will find the internl pins are bent or crushed.
If they are, your best bet is to obtain a 5.25" card reader and either replace it in the slot the old one came from, or if that is not possible, remove a dvd bay cover and put it in there

Schematics for motherboards can be different but most have a series of pins that those plugs are plugged into. Here is a link that will guide you through the process. The pins are labeled POWER/LED/SPEAKER if you look closely. Hope this helps.
