Low voltage wiring for thermostat and condensing
wiring from thermostat goes to furnace/air handler "R"=24volt primary, "G"=blower/fan, "W"=heating, "Y"=cooling/outdoor unit, "C"=common/blue wire. The "Y" and "C" from the furnace/thermostat wiring go to the outdoor unit and does not usually matter as to which one goes where unless there is a control board or timer in which case "Y" to "Y"=yellow. Common to "C"=blue or black. This will provide cooling.

3 amp control power fuse
You have a shorted control wire problem with either the thermostat, wiring to the thermostat and or the wiring to the outdoor unit if used. Disconnect all the thermostat wiring at the unit and thermostat use a meter to check for a short.

It trys too turn on
Capacitor inside the electrical compartment is probably bad and needs replaced.

Fan shuts off when weather cools down
Some units use an outside temp sensor to control the outdoor fan for cooling for better operation and will shut off the outdoor fan when it gets cool outside.

I have a Goodman Model#
Goodman CKL36 is a cooling only unit, it should not be on when using the heater.

Inside Fan comes on but
Try disconnecting all control wiring at the furnace to the thermostat, then jump "R" terminal to "G" terminal, the fan should come on, then jump "R" to "W" the heater should come on, if the fuse holds after testing the problem is either with the control wiring to the outdoor control wiring or the thermostat and or thermostat wiring.

My Goodman Condensing Unit will
If you mean the fan on the outside unit is running,first I would replace the capacitor on the outside unit. Also check the wires on the compressor for a loose or broken wire.
