If it is still in warranty it will need to be sent away. If not it is best to purchase a new monitor. The repairs will cost almost as much as a new one.

If you can't get one from samsung.com (Support section) then it won't be free. If you can't download it, then they'll either charge you or you will have to find an OS disc matching what you have and after running the install, punch in the product key on the bottom of the laptop for the OS, or purchase a new copy of Windows.
Have you recently changed the resolution/refresh rate? This is usually set automaticallly by windows by check anyway.Right click the desktop and select Screen Resolution Change the slider/dropdown to the (recommended) selection and click apply. Click keep changes if it appears.Still having issues then go back into Screen Resolution and click the "advanced settings" blue link on the bottom right.Click on the "Monitor" tab and select the highest refresh rate you can and click ok. again click "keep settings" if it appears.

Sounds like the phone is on a contract with a different supplier.
Contact the original SIM supplier, EE, O2, Vodaphone etc and ask them to unblock the phone.

That panel is called OSD (on screen display) and can be set to stay on for up to 200 seconds. Page 39 refers, and you can also reset it to factory defaults.
