try this first

1. disconnect the ac adapter and the battery
2. reseat the RAM or memory if you can, if not, its ok
3. without the ac adapter and battery, press and hold down the power button for 7-10 secs
4. reconnect the ac adapter and the battery
   
5. try turning it on again

To enter the CMOS setup BIOS you hit f2 during the power on. After you enter the bios to the boot up screen and select first boot up = CD ROM. Save the configuration and reboot. Now pop in your windows XP cd into the CDROM, your computer will bootup from the CDROM. You can now reinstall windows.

It's could be because of two reasons.
1. The Laptop is Overheated
2. The battery of the Laptop has some problems.

To diagnose this:
Step 1: Let the computer, be turned off for 15-30 minutes. Unplug the battery, Unplug any external Hardware connected to the laptop. Could be any external drive or any thing.

Step 2: After 30 minutes of disassembling the laptop. Let's put the battery back in & don' plug the power chord. Just give it a try to turn it on without plugging it in to the power jack.

Step 3: Still no joy, Try to plug the power chord back again & try to adjust it. Because Power port detects the power cord only after much adjusting of the cord and putting a weight on top of the cord so that the cord somehow makes contact with the power port on the laptop.

This is really the case with Vaio & Acer laptop because of their complex design.

Step 4: Check the voltage of your CMOS battery. if your battery is low it will fail to power up the system. if you leave it sit for a long period of time, it may be having a chance to "recharge" itself. This step should be done by a professional, because you might damage other part of the machine .

If your computer in warranty, Call Vaio Helpline right know. And, if any chance your computer is little old dont call Vaio help line because they charge heavily. Contact the local tech shop, even for your reference http://www.compusa.com/ it's cheap & good service dealer for laptop.

You should try a "POWERED" 4 Port USB 3.0 Hub It's important that it's a "POWERED HUB" because you need the HUB to supply it's OWN power and not depend on your Apple E to provide power to your connected USB devices! Gotcha... it MAY be a internal ribbon cable to your screen is loose (or not seated 100%) OR sometimes a cable one conductor inside the cable breaks and acts like a switch ~ providing a OK display sometimes ~ or not. A PC repair shop will take a quick look for you for X-Bux and IF it is a loose connector/ribbon cable they MAY be able to fix it for you on the spot... A decent camera repair shop may be a answer for you too? They are very familiar with tiny screws and display repairs. Be careful though and don't spend too much...
