If it's a 1-on-1 game, then yes. Otherwise, no.

The 3rd player would draw 2 cards. Draw 2 only makes the next person draw 2 cards. They are not cumulative.

If a player plays a Skip card, the next player's turn is skipped over.

The next player draws two cards and skips their turn.
