Here is something you can try.

On your source check the output level for your sub.
Try setting up at a higher level, if at 1 set it for 2 or 3
Then adjust the volume control on the sub down to mach the speaker volume level.

Check for blown fuse?

It very well could be the spaker leads hitting the speaker cone.

You could check this by removing the amp section from the back.
Remove the screws at the very edge of the amp panel.

Try adjusting the frequency cut off of the sub and also play with the gain control on the sub. Turn your system up to where your front speakers are sounding as you like. Then try adjusting the sub to match the fronts so you have a good balance and blend.

im not sure about reconing,most expiriences ive had turned out not to good however partsexpressusa has replacement speakers and i think they also have recone kits as well. if i may make a suggestion dayton audio makes a really good sub if your in the market for a replacement.-z

The driver has a soft foam rubber gasket behind it. It can act like glue on the driver.
Taking the driver out will tear up this gasket, always does, so don't worry about that.

You can try to lever the driver out. Use care not to scratch the baffle.

For the "auto on" problem.

These will sound very basic, please go with it.

On your signal source, make sure you have the sub set to on.
If you can adjust the output setting on your source, turn this up.
Adjust the volume setting on the sub lower to mach the volume of the main speakers.
You may need to make these adjustments a few times to get them working.

On the hum and noise problem

Check your power outlet for the sub, make sure the polarity is correct. I have found this to not always be right. Also what is on that same circuit. Things like the fridge can cause a lot of noise on the power line. Next check your connecting cables, are they of good quality? Are they running next to anything that may cause interference? Also check you connections to the signal source. Cable and dishes are known for ground problems.

Already answered for DPS-12 in 2011 which suggests a fuse where the power enters, However, your manual mentions no fuse, but 'protection circuitry'. If there is a fuse, it will be inside and on a circuit board. It sounds like you may have ripped the passive (the rubber material around the speaker that stretches when the speaker hits. If the passive is not ripped then it may be picking up static, or it could be blown. You can purchase a noise filter fairly cheap and try that.
