You can do a video chat only if there is a webcam configured to be used as default webcam with this Instant Messenger. To do that you must firstly have a webcam installed on the pc/laptop and then from the Options/tools in the Instant Messenger you must select Video and there select this webcam as the default webcam. Then only would you be able to do the video chat.
