If you have the clock and days set properly, try programming again using the information on pages 6-8. Follow the instructions for each line and button push.

This line of timers has mostly disappeared from market... I do not know who is offering tech support for the product.
If you purchased the timer recently, it may be previously used or non-functioning.
The manual is complicated and incomplete ... probably because they have built-in or intuitive steps that display when you program the timer... or they assume you want to fiddle around with their product.
It appears the timer must be wired correctly prior to programming.

- you set the current time first... you toggle through menu choices using arrow keys... go to clock...press set.. toggle to find current day (today) and then press set button... then do the same for hour and minute... pressing set button to confirm each selection.
- to program... you toggle through menu choices using arrow keys... when 1 ON appears on display... press set... select day or days for program 1 on using arrow keys... press set... select hour and minute... and press set after each to confirm selection.
These steps confirm setting for program 1 ON ...the day hour and minute that program 1 turns ON
Each ON program requires OFF program..
Probably the timer automatically displays program 1 OFF as soon as program 1 ON is set... then you follow same steps to select day, hour and minute for program 1 off.
Repeat steps to set up to 20 programs.
Do not touch buttons for period of time, and the timer probably displays current time and is ready to go, but manual is unclear about setting the mode..

When the switch is ON, the light operates in dusk-to-dawn mode. In this mode, the light automatically turns on at sunset and turns off at sunrise. When the switch is off, the light stays off.

Try a Power Reset. Disconnect all mains power to it for 15 minutes, press and hold any button for 1 minute. Reconnect the power. If that doesn't fix it, the thermostat has failed and you need a new one. Most have backup batteries that can cause the issue you are seeing, but the manual doesn't mention anything about batteries in the base unit.
Christmas lights timer with a single button?
The instructions are engraved into the back. It will go off and come back on after one full time cycle. You have to set it and then leave it alone. Don't set it in the dark (if it has a photocell) or after the time it is due to come on, so in other words don't set it at 6pm to come on at 4:00pm.
All questions need 'make model (what it is)' first 3 words.
