OLD wall timer Model E1020 ticks really loud

You probably can't get the existing mechanical timer to operate any quietier, since it's old and likely starting to wear out. You can either swap the timer out for a new automatic digital timer, or install a standard single pole switch in its' place.

I believe the code you refer to regarding the fan having to be wired onto a timer switch was a local requirement from many years ago.

Some local jurisdictions have impossed more stringent requirements, but frankly, having an exhaust fan is normally a good idea. If the fan is vented into the attic space, it can cause some serious problems in cold weather with condesation of the warm, moist exhaust air.

Building Code requires that bath fans be piped/vented to the outside of the house and not into the attic space.

There are newer preset timer switches that will turn on the exhaust fan for a fixed amount of time, based on which button you push. These are great as they will run the fan long enough to remove condensation from showers, etc.

If you're going to replace the timer, disconnect or turn off the breaker or power to the switch. Then simply install a new timer or switch by connecting the black supply wire to the bottom of the single pole switch, or to one of the black leads of the timer. Then connect the black wire going to the fan to the top screw on the single pole switch, or the other lead on the new timer. The white (neutral) wires should already be connected with a wire nut inside the box. Connect the ground wire to the ground wire in the box and if the switch box is metal, attach the ground wire to the box with a green grounding screw too.

You can now operate the fan with either a manual on/off switch or the new digital timer, whichever you chose to install.

Can't figure out how to set the times to turn

Remove dial from body of timer.
So now the timer is apart in 2 pieces.
Silver ON trippers and brass OFF trippers can be removed.

Place trippers in times you want timer to operate.
OFF trippers have to be at least 2 hours apart.
ON trippers have to be at least 2 hours apart
Minimum on-off function is one hour

Snap timer back together.

Tripper rotates around with dial.
When tripper contacts on-off lever, it physically moves lever like turning on light switch.
ON tripper moves lever one direction.
OFF tripper moves lever opposite direction.

Timer shown is E1020 or E1010
This timer wires into a wall box
Grasp time dial firmly and pull until it comes free from timer.
Remove all silver ON trippers and brass OFF tripper using pencil or paper clip

Program the timer by inserting trippers
The minimum set time for this timer is 1/2 hour
OFF trippers should be spaced at least 2 hours apart from another OFF
ON trippers should be spaced at least 2 hours apart from another ON

Push time dial back onto timer
Current time lines up with time line located at top of timer dial

Next to the time line is the manual override.
Use manual override to reverse the timer program, so if lights are OFF, manual override will turn them ON.

I have Intermatic E1020C timer and it wont stop ticking

Timers like this are powered by a battery or ac power, the battery one is easy "yank it out", as for ac powered that's a bit harder and if you don't feel comfortable working with live electric stop here...
Now if your still with me, if it's ac it is powered from somewhere, if you can find a breaker that controls it that would be good. Shut off the breaker, disconnect the wires from the timer motor wire nut them then tape the wire nuts and turn the breaker back on, Your done...
Now if you cant find the breaker it's a lot harder, you will have to cut the wires "HOT" this means good high voltage cutters and one wire at a time, please don't touch the end of the wires or the metal part of the wire cutters. It can be done if your careful.
Same end result though, once cut wire nut and tape each wire before going on.

It has a cantilever snap action. Either the spring has detached, broken, disabled or unit is otherwise damaged. Heat, water, rodent, etc damage. Replacing the unit is most likely your only option.
