Cracked glaze on new-looking used thrift-store slow-cooker crock
I would not be afraid to use it as they are probably just cracks in the glazing. The heat from cooking would kill any micro organisms. I would err on the side of safety and not store fund in it though. Cook in it then transfer the food for storage. If you did not get a great deal on it and are still apprehensive return it. Plastic lid lets steam escape - is this normal? will it effect cooking?
This site sells replacement rival lids. They have plastic and glass ones. I would suggest you measure you old one and order a new one in glass.
