This is a Ricoh error code. There is a laser unit synchronization error with the drum unit. I would take out the drum unit of the Ricoh and reseat it to see if that's the problem. Clean the toner hopper and check the dev gears on the drum unit. Usually thats the problem why its not loading toner.

If its not adding toner there could be 4 possible causes, 1.make sure all the covers are closed, if they are not then the machine will not "run" to add toner. 2.Did you check to make sure there is enough toner in the toner bottle. 3. when the machine starts running/adding toner, can you feel a vibration or hear noise like gears grinding/slipping, if so, call a technician to replace drum/dev gears.4. when you open the toner tray/harper/hopper, at the bottom there is a flat silver sliding plate, when you slide it open, is there toner falling oout of that hole, if not, ask a technician to strip and clean the toner tray/ harper/ hopper.

If toner bottle not rotation then the toner bottle motor is faulty. You can check does the motor work in service mode. But also it might be and the gears on the PCU to be worn out. If you need instructions how to check in service mode does the toner bottle work, please write a comment.
