Its time for a service.
Take it to any Rolex re-seller that offers repair or to any good timepiece service center. If its a vintage piece i would recommend sending it to Rolex, paying the extra cost to receive the watch with full Rolex repair documents and service history. No tricks, take it to a watchmaker. I am assuming it is a real President. The potential to do serious damage here is great. Don't risk trying to fix this yourself.

Rolex, at one time, had a quartz (battery operated) watch. It was only manufactured in solid gold and was distinctive in style from other models. It is no longer being made. For all practical purposes, it you see a battery operated Rolex it is not genuine.

Unscrew bracelet screws from the side and take out/add link. Then screw bracelet screws back.

Pull the clasp where the Rolex crown is. It may be quite stubborn/stiff.

Unscrew the crown, pull out the crown fully to the second position. and rotate the crown counter clockwise or clockwise. Push the crown back in and screw down the crown.

An authentic Rolex will have a screw down back with exactly 144 small teeth. You can only open a Rolex case with a special Rolex tool (Key). We use the Bergeon hand wrench to open Rolex cases. Supplied with 6 Bergeon grooved chucks(18.50, 20.20, 22.50, 26.50, 28.30 and 29.50 mm), these are the same chuck used in the Bergeon 5700RO and will fit in the Bergeon Bit Adpater for 5700-Z Case Opener our number FB-231. Replacement chucks and replacement handle are available in case you have a set that is missing a piece. As is the case with any fine mechanical instrument, special tools are required in order to properly service and adjust a precision instrument such as a fine timepiece. If you are not experienced, it is better to leave this to a Certified Rolex tech. If you do feel you want to proceed, this tool will set you back about $140.00 or so. Just as the internal parts of the Rolex are exact, so is the watch case that protect the valuable watch movement. These tools are used to open the Rolex case without causing expensive damage. Check the sides of bracelet. You will notice screw ends. Undo them with watchmakers screwdriver.
Make sure screwdrivers blade is hardened steel and in perfect condition or you will damage the screw head and will not be able to unscrew it anymore.

Its not unheard of depending on the age of the watch (you say you purchased it 16 months ago but it could be a 15 year old watch.) If it was a new Rolex watch you have a 5 year warranty, so it should cost you nothing. If it was a pre-owned Rolex you should have received a warranty from your jeweler, most of those are 2 years. If this is a watch with value, and one you will either hand down or at some point resell then sending an older watch to Rolex is the proper direction - save all the repair documents, with the original receipt and the box. A Rolex Explorer II in good condition in US is about $5k, so $380 for a repair, though high, is worth it. I would recommend that if you do send it to Rolex for this repair and it is an older watch have it serviced too. The watch is returned to you in perfect condition with fill documentation.
Lastly, you need not to send it to Rolex at all. Any good watchmaker/repair jeweler can do this for less than $380US.
