Caster holder broken and won't auto-stop after shred
I see you posted two questions on the same issue, and the other one was disjointed with no indication what the caster wheels were on.
Check the switch, they normally have On, Off and Auto.
Remove the head and clean all paper debris from underneath. You have a small piece of paper over the sensor and it is sensing that there is still paper for be shredded. Some have a small lever and if so, yours is stuck. Spray with WD40, and all the blades as well.
The caster wheels could all be removed and have it sitting on its base. The wheels are for use if you keep it in an office cupboard. You just replace the whole caster wheel or the whole set for $14..

To reach the screws in the tray drill 6 holes in the bottom plastic and use a really long screwdriver to access them.
I used a 12 inch uxcell #1 Phillips screwdriver, which also worked on the 2 long screw holes hidden under the feet. You could probably get away with 10 inch or a #2 Phillips but with #2 screwdrivers check the width of the shaft first as the screw holes under the feet were too small for the #2 I originally bought.

- Check the wiring connections between the motor and the control board. Make sure that they are secure and not damaged.

Rexel LV250HS Laminator stopped heating up. Can it be repaired.
Question edited for a lot more clarity which a guess at the maker.
Question moved from Microwave Oven.
It depends. If it is just a broken wire or a faulty switch, probably yes and easily. If the heating element has failed, getting spare might be the hard part. Start with checking the easy stuff with a multimeter.
