Engine wont fire....
There should be 1 black wire that grounds the coil(s) for kill. Be sure this black wire is not grounded when switch is in on or start position. It will be connected to the coil(s) at the flywheel.
200z snapper mower blades only engage when deck height button in pressed
My first impression is a ground issue. You might try disconnecting the deck height switch and see if/how the symptoms change.
The wiring diagram shows the electric clutch is energized when the ignition switch is in either run or start with PTO switch on. Testing can be done without the engine running. Check the common ground point.

Snapper LT cranks but won't run
check the gap between the magneto and the magnet in the flywheel You may need to look up the model number of the engine but the specs are out there.
