First things first lets focus on the brush roller. Unplug the vacuum and turn it on its side. Look for any noticeable clumps of debris or hair strands that may be caught in the brush roller. Remove these obstructions, probably best to do so with a scissor if it's hair or long pieces of carpet fibers. After removing the debris try manually rotating the brush roller to uncover other hidden clogs. Another thing to take note of is the condition of the bristles on the roll itself. Are they loose or worn down? These are signs that your brush roller is in need of replacing.
While checking out your brush roll you might as well take a look at your vacuums belt. Your belt should be replaced about every three months. After regular usage, the belt will stretch out, lessening the tension on the brush roller. Lesser tension diminishes the brush roller's turn rate and speed. If the belt feels loose then it certainly is affecting your vacuums suction as well as your brush roll not moving at all.

ring dyson for support it could be the micro particle filter is blocked up and needs cleaning.

remove the brush from the enclosure. use a quarter rotate the cover, pull out the brush and clean any debris. operate the unit before installing the brush to see if the device in fact operates as designed. if not replace the unit, if so install the brush and bust out laughing!
Check online for the model of Dyson you have. These units are not easy to take apart and you might have better luck if you have a repair shop locally to get help. Water and electrical parts do not mix well and you may have damage that is not easy to fix. The internet should have a manual on your cleaner and tell how to dis- assemble the unit, but most times they will refer you to a professional repair shop. Hope this helps. Viking.

Find an electrical tester and see if the charger is charging when it is plugged in.
If the charger is charging, there is a rechargeable battery inside your vacuum, which may have "died".
That battery may or may not be replaceable.
