a watchmaker needs to open and dry it out...do NOT put it into heat or light to dry it as that would most likely warp plastic and any parts inside

What you need his a hand alignment.
On a high grade watch like an Omega you could be looking at anywhere between $40-$100 depending on the shop.
I would look for a shop that has a watch maker on staff and that is familiar with the Omega. This usually isnt hard to find but you also want to be sure that the watch can be resealed. They need to have a pressure test machine and be able to guarantee the watch has been resealed to manufacturer specifications.
You might be able to get a better deal by getting your standard service done at the same time.

If your watch is brand new, then the best course of action is to return it to where you purchased it. A modern quartz watch (even the really cheap ones) should not lose time at that rate. You paid good money and got a substandard watch - take it back.

These bezels sometimes get clogged with dust and dirt, it will need to be removed and cleaned, there is a small spring underneath so care must be taken so it is not lost while removing the bezel
