2000 Dodge Stratus "water filter light wont reset" Questions

water car ran hard , sputtering after , air filter soaked. i cleaned air fillter, & vacum system , dried & put back together. changed all the plugs. now engine runs great, now spead omiter dont work ,

Water accidentally put in therefore tank was emptied fuel pump and filter as well as fuel lines replaced. Won't start. Plugs and wires replaced as well as new battery. Still wont start. Advice please?
