cooling fan relay has power all the time when car is off Check coolant sensor. Unplug sensor and see if power goes off if does it sensor is bad

relay, coolant fan, temp sensor, and the coolant sending unit and the fan STILL does not come on. any suggestions? if it's an electric fan it is probably bad. they tend to seize up
