symptoms you describe are a common occurrence when the hi-limit has tripped. The display will indicate the oven is indeed "on" but it will not heat do to the circuit being interrupted by the hi-limit

Temperature is higher than what I set it at. When I lower it, it goes lower than what it should be. The symptoms you describe point to the thermostat. It is easily replaced.
