Gateway GT4016 Desktop PC "tower fan turns doesnt work" Questions

fan doesnt start, both hdd/power led's flicker and pressing power button doesnt power on/off system. Disconnect all the devices from the computer(tower) including keyboard, mouse, monitor(everything).
