CTX S762A 17" LCD Monitor "turns off" Questions

monitor turns off and on Acer X223X A use 2 year,the pictures have noice and sharp then turns off turn on,turns off turn on,turns off turn on......please help. Whoes happen this problem?

can't turn off can't turn if off ( the amber led won't turn off when you push the power button). The only way to turn it off is unpluged. check on/off switch.
