Vespa wont start after long storage
Check for bad fuel, clogged carburetor and that the battery is still charged. If you store it for long periods put it on a battery tender to be safe.

Wont start at first try, only second one. Makes a strange noise like a tape rewinding in its first failed startup
You may first want to check that the battery terminals are tight. What you are likely describing is the starter drive bendix not enguaging the flywheel properly on the first try. It could also be a worn gear on the starter bendix, or a bent spring, or it may just need lubrcation. I would first check the battery terminals. You might also try pushing the start switch with a little more force, if the symptom improves, it could be the start switch. If you know how to get to it, also check the connection to the starter. Another likely possibility is the battery has just gotten weak, and is not quite supplying enough current to engage the starter solenoid, or the solenoid itself is not making a good enough connection. First make sure the battery terminals are tight. If the headlight is on during starting, pay attention to whether or not it dims much. If the headlight dims excessively, the battery is likely weak.
