To improve top speed,one solution is to change your gearing, via the chain and sprocket set up. To gain more top speed, you need to replace your rear sprocket with a smaller one, say about 5 or 6 teeth less. Also the front sprocket changed for a slightly larger one, usualy 1 or 2 teeth more. Note, that while doing this will give you a greater top speed, it will not make your bike more powerful. A power pipe, or aftermarket muffler would be a great improvement too.

You may wnat to inspect the intake manifold/boot that mounts inbetween the cylinder and the carb. Also, the impulse tube that comes from the bottom of the cylinder to the carb manifold or carb itself. Sounds like you are running a lean condition. You need to locate the source very quickly, or continued operation will permantly damage the saw. I have listed a few other things to check.
