First of all, there is no wire that runs from the horn to the steering column (if the horn circuits had been properly diagnosed you would know this). I would recommend diagnosing and repairing the horn circuit the correct way rather than butchering your wiring harnesses and adding more problems to the electrical problems that you are already experiencing.

The horn switch sends a ground signal to the relay. Is the switch getting ground from the harness? If yes, does the switch have continuity when pressed? Finally, does the output wire have continuity to the relay terminal? Do It Yourself Diagnosis and Repair
HI, Try to find out first what is the part that cause the malfunction of the horn. The three major part of the horn is the relay, harness & horn pad, and horn itself. Check the relay if it is functioning by replacing it with similar type ( if you have the spare or a similar relay in the relay/fuse box in engine compartment ). Let somebody push the pad horn and if you hear a clicking sound on the relay, it means there is a current that activates the relay( no probs from the horn pad and harness ). Check the horn, just get a wire and directly connect it to the positive pole of the battery and connect it( wire ) to the positive terminal of the horn, it should activate the horn, if not the problem is the horn and you have to replace it.
Yes, you should be able to hook it up right to the horn relay, but the problem there is that the wiring harnesses are 'bundled' and have a certain type of connector on them. You would have to cut the wires from the harness and do alot of splicing. Also, you may want to consider, if you live in a state that has inspection, altering your horn is illegal, and an altered horn will not pass inspection.......
you have either a blown fuse or the factory wire harness isnt connected to horn first check fuse owners manual will have location and description of fuses if ok retrace your steps when you hooked horn to new alarm you disconnected wire at horn or you cut the wire to access horn wiring

If you have access to a volt meter turn it to dc volts and unplug the horn have some one activate horn while you check the volts. should have around 12volts. If you do its the horn itself.
The most common cause is that the ribbon contact drum under the steering wheel is faulty and has a broken filament. The part is called the "clock spring contact drum"
fuel filter? how about power to the fuel pump,loose ground wire to chasis? wiring harness? terminals clean at point of connection?did you check the fuel pump relay? Relay is located in electrical center under the hood on the driver side.relay and fuse legend will be on bottom side of cover, you sould be able to switch with another relay that you know works, ie: switch horn relay with fuel pump relay, honk horn to insure both relays are working when either relay is inserted into horn slot. Do you by chance have the electrical schematic drawing for the fuel pump?
