You are asking a question that would take a parts manual to answer. Reason is that HD has been "upgrading" their axles and brakes slightly each year recently. So for many years, parts from one model HD year/style would fit from bike to bike, but nowadays, you need a written guide.

Are your tire pressures correct? You should be getting approx. twice the mileage from your tires. Changing rims isn't going to help you. The tires will be the same, we just won't put tubes in them.

I'm replacing the pulley and rear wheel on my 2003 American Ironhorse Tejas. I'm trying to confirm the pulley is a 70 tooth and rear wheel is 18x10.5.

If you've got a wheel, simply count the teeth on the rear pulley. A 70 tooth rear pulley is stock on a Harley. As for your wheel, it should be stamped on the rim what size if is. If you don't have anything to look at, see if you can find the specs on the bike on the Internet somewhere. Try this site.
