Ignition Fuse blowing Honda Sabre VT1100

I have changed the battery, checked all connections and cleaned them, checked the 30 amp main fuse, changed all 10 amp fuses, check igniton switch and cleaned it, changed headlamp, and now when I turn the key it blows the ignition fuse.

I believe recently I have had a power surge that shorted the battery and headlamp. I would like to check the regulator/rectifier, but I cannot get the fuse to stop blowing. I am thinking maybe the starter relay?

Any advice.

    After further checking, I believe it is the ignition control module. Checking for continuity, without it connected, there is no short.

2004 honda sabre cut off on me in middle of highway. No power to anything (ignition, lights, etc..) Tried main 30 amp fuse with no joy. Inspected all 10 amp fuses, all were good.

chec condition of battery and its posts-clean and titen cables----------if ok then do readings on alternator and rectifier--------inspect harness for bad wires specially in headlite area------do a lite test on each fuse cause bad ones can appear normal
