Was the main 30 amp fuse checked/replaced? The main fuse would on the starter relay. To locate the starter relay, follow the cable from the battery's + terminal.

1984 Ascot VT500 gets power but engine will not turn. Wondering if the problem could be the starter. "Tail Light" light is on dash when key is turned to on position. Tried jumping it, engine...

Sounds like you have a seized engine. If it is seized with age, pour copius amounts of oil in through the spark plug holes and leave to soak for a few days. That will help with seized pistons. If it is bottom end, strip the engine down and repair as required.
