Yep, lube lube lube.
Take your throttle grip off and lube up your cables.
Check for quick return while it is apart.
Now make sure the grip is not rubbing (common problem), and just move it out till it is free, lube and tighten it back up in this position.
If that doesn't work check for worn out cables?

I assume you're talking about 250SXF? Check the carbie jets are not blocked, air filter clean, exhaust not blocked and valves are in specified clearance. At night the manifold will glow red, this is normal. You just can't see it during the day.
they should be one or two little screws on the carb you can turn them to alter the tickover of the engine and you proberly bent the bracket that connects the the throttle to the engine so maybe your throttle is not shutting of propperly because the cable is not running freely in the casing cus its not going straigth throught it or the casing/cable are damaged cuasing them to catch i.e the cable is frayed
try cleaning carb
