Adjust the cable shorter. On the side that goes into the engine there should be a adjustment screw. If that doesn't work because it is already at its shortest length then you will need to replace the clutch plates to get more throw in the clutch

The cables on these models are self adjusting so it could be stuck but more likely the problem is a worn clutch that needs replacing.
