there can be a couple issues... but we will deal the one I think might be the main issue.. the carburetor... Take it to a qualified professional..(not your buddy that thinks he might be able to clean it).. there are too many tiny passages and settings that need to be RIGHT... let the pro clean and set it.. its worth the $$..In a shop, should be an hour OR LESS... my shop,, it would be $50.
!. New spark plug
2. New or CLEAN air filter
3. CLEAN and properly set carb.
4. Air screw should be about 2 turns out AFTER lightly seating.
5. Adjust idle speed to your liking, but not too high.
6. Refinement is made with 1/4 turns of the air screw.
buy a bottle of gasline anti-freeze. it will absorb any water in your fuel. add a half a bottle now and a half next time you fill the tank. should improve the operation of the engine
No guarantees but try this. Pull the slide from the throat of the carb. Now move the clip on the jet needle down one notch. This will richen the low end mix. Two notches may be needed but do one notch at the start.
