just guessing here, but the security in a Harley is in the turn signal module (TSM).
so if you don't have a burned out bulb (front or back) causing a fast flash, and the security light is just a by-product of the lower resistance in that circuit.
Then you may have a bad TSM module.
It's a combination turn signal/hazard/daytime running lights (if equipped) module, which is located under the dash on the junction block. It's rectangle shape. The bottom row on the junction block is all fuses, the 2nd and 3rd row up are relays, the 4th row up should have 2 modules, one square on the left, and the flasher module (rectangle) on the right.
