Bad filter or too much oil added. Put the old filter back in to check, and check the oil level.
I actually did re install the old filter and same thing I even drained and refilled with 2.5 qts oil and when I start or start cranking it it immediately starts pumping out of the crankcase vent the oil smelt and looked a bit diluted with fuel so I removed the fuel tank and tried it again and same thing starts pumping out immediately now the oil does not have a diluted appearance
I would drain it and measure the fluid that is in it. I found this;

Just to the rear of the filler cap are some numbers cast into the cover; if your 650 is the same as mine, it says "2500cm3." That's 2500cc's or 2.5 litres. (2.6qt.)
HOWEVER: The oil level, checked on the center stand, should be slightly above the upper marks, with just a "bubble" showing at the top. This will require a 200cc or so overfill; the reason for this is to keep the oil level sensor happy during hard acceleration.
So just under 3 qts.
As far as which oil, do a forum search, it has been discussed to *****; or just use Castrol 4T 20W50 "motorcycle oil."
