Remove the bulb and test with a multi meter that you have power at the high beam socket. If so it is probably corrosion on the contacts. Clean with a plastic scourer and re fit the bulb. If no power there then test wiring for a broken wire or a dead relay.

Other possibilities are; the bulbs themselves, burnt or corroded bulb sockets, or a bad headlight selector switch.

Low beam headlamps wont turn on change bulbs and checked fuses and still wont come on.

did you check for a relay in your fuse panel? there should be a relay that controls your low beams and one for your high beams. check for that and then if high beams are working swap it with low beam relay. if your problem switches to low beams working and high beams not working replace the bad relay.

What would cause both low beam headlights to go out at the same time? i have replaced the headlights and they still dont work.

The headlight high/low beam switch assembly.96 Safari has the turn signal stem as the high/low beam switch.Removal of the steering wheel is necessary to get to the switch assembly for replacement.
