SOURCE: just replaced clutch spring on '01 vulcan 1500
assuming it was reinstalled properly....try the following. while bleeding the system, squeeze the clutch lever several times to pump up the system as normal; open the bleed screw while holding the clutch lever in and air or fluid comes out. instead of closing the bleed screw hold your finger over the bleed screw and pump up the clutch lever in the normal fashon and bleed by releasing your finger to let the air escape try this several times to see if your clutch comes back. I don't know why but this technique works sometimes...Mike...Make sure you always have plenty of fluid in the resivoir at all times

The neutral switch is lockated at the left side of the engine. Should have a blue wire... Comes together with a black wire ( oil pressure switch ) in a 2-position connector to the main harness.
Try if works fine with the blue wire at the ground and loose. If then everything is OK, the neutral switch is out of use.
There is also a diode set in the circuitry. With a green wire coming from the side stand switch, the blue wire from the neutral switch and a lightblue wire going to the dashboard. +12V on this light blue wire should lit up neutral lamp at the dashboard.

If the clutch won't release. The clutch release system uses brake fluid in it. after some time it picks up moisture and when hot gets vapor bubbles in it and the clutch won't release. Flush out the clutch master cylinder and slave cylinder with fresh dot3/4 brake fluid.
If the clutch is slipping the clutch spring may be worn in the center. It is a diaphram spring. They wear against the center retainer. The late 1500s and 1600s use a improved center retainer to stop the wear problem.
