I had the same problem. My positive wire would arc with the key off when connecting the battery showing a short somewhere. I disconnected the regulator/ rectifier, (where the #16 positive lead from the battery goes to), and it quit. I found a new one on e-bay for $9.90 after shipping and it corrected the problem. Check to make sure your positive is not arcing with the key off. Hope this helps.

Proper way to install arc fault breaker

They're actually pretty simple to hook up. First make sure the new breaker is in the off position, then put it in place like a normal breaker the white wire from the breaker goes to the nuetral/ground bar. The white wire that goes with the black wire goes to the breaker and the black wire goes to the breaker like it normally would. ( the white wire usually goes on the bottom terminal of the breaker)

Seems like a short when I hook up neg. batt. cable.

Starter power wire could be grounding out causing it to lock the starter in even if the engine is running, as well as making the cable arc at the battery. I would first trace the wire from the battery to the starter and make sure it isn't grounding somewhere. If it isn't it could be the starter going bad internally. My guess would be the wiring, especially where it bolts to the starter.

Battery arcs

you could have put in a shorted starter, or

you could have put the big wire to the ground bolt instead of the bolt at the starter solenoid.
