No, it's most likely a fuel related issue. First make sure you don't have the kill switch engaged.
Check the fuel filter and replace if old or dirty.
Then with the fuel petcock turned on open the drain screws on the carbs to be sure clean fuel flows from both of them. If it doesn't you have a blockage somewhere and disassembly of the fuel system and or carburetors may be called for. Start tracing the fuel path to see how far it is getting.You might have rust, water or other crud in your tank plugging things up.

VT1100 has two spark plugs per cylinder, the sparkplug caps are snap-ons so they're fairly easy to remove. You need a spark plug socket wrench to remove and replace the spark plugs.

SOURCE: 2000 honda 1100 shadow spirit. Rough idle, little power.
Replace the spark plug caps and try again. On Honda's the cap is often part of the wire (a dealer part) NGK makes some inexpensive plug caps about $5 each. They should OHM out to 5000 anything above or below and you need to replace them. This should fix the problem.
