I bought a (cheap) '95 Indy 500 EFI with a busted engine. ... I will be replacing the melted wires, but I'm not sure that's the issue. ... 500's have been knowwn to have fuel line /filter issues which will restrict the fuel supply to the
worn out engine, not creating enough suction. Does it run fine once warmed up? Mine does, but getting it started that first time is a real problem. I'm looking at a rebuild and I don't think it's worth it. Might be time to retire the ole girl.
SOUNDS LIKE THE ENGINE IS BADLY FLOODED, SHUT YOUR GASS OFF AND REMOVE THE PLUGS, THAN PULL IT OVER UNTIL IT IS UNFLOODED. IT SOUNDS LIKE THE NEEDLES ARE STUCK IN YOUR CARBS
