Virago 535 not starting

I have a virago 535 that i have just bought. The problem is that it will not start. It makes a whrring noise when you press the starter, but the engine does not seem to kick in. I am able to start it with a bump start, but find then that it easily stalls and will not start again. When riding there also seems to be a loss of power. Any ideas?

Sounds like:
A: The starter clutch is slipping and not letting the starter engage the crankshaft
B. The carbs need to be cleaned. If ti has sat unused for more than 30 days, the pilot jets are clogged up causing it to stall (off choke) and be sluggish on acceleration off idle.
