My burgman 250 is a pain to start when cold

service your carb and fit a new air filter.
You might have a blocked start jet for the starting and possibly float level issues etc.for your mpg.

Parking brake isnt working

The parking brake probably just requires adjustement - do you have a handbook? On the fork seal rust issue - it may be worth dropping the forks out, draining out wahtever oil and water is in there and giving it a good optical ****. You need to examine the surface finish in way of the seal and working area. On reassemble you will need new seals and oil.
