Why doesn't clutch work?

I bought a 2014 Kawasaki Vulcan 1700 Voyager ABS in December 2018. I have had it out three times with no problems. Today I after about three shifts I was going to gear down and the clutch was solid.

Have you checked or changed the oil??..sounds like the clutch seized.. usually low or no oil causes this.

The bike has some bent shift forks. Bent shift forks do not move the slider gears properly when changing gears. Expensive to fix.
