On the right side of the bike near the site glass for the oil level there may be a chrome cover you will need to remove. it should be somewhere near your right heel as you ride the bike. On the large round crank case cover. Some older bikes use the same cap to included the 'dip' stick.

I cant find the oil fill

The oil fill is located on the right hand side of bike as you are sitting on it. It is under a chrome cover at the very back of the motor. You will need a 5mm allen wrench to take off the cover.

Engine Oil Check

Your title description says 2003. Is your bike a 2003 or a 1996? If your bike does not have a dipstick on the filler, there may be a sight glass on the crankcase. If this is the case, the sight glass will be low on the right side of the crankcase. In order to ge an accurate estimate of your oil level, the bike must be level, not on the side stand.

Please let me know if this is helpful.

No manual, looking to top up the oil in crankcase.

Take the two hex screws out of right side rear cover and remove the chrome cover. The clear lens is the oil level check. The oil filler is to the left of the clear lens oil check.
The oil filter is under the battery, and the oil drain plug is toward the back underside of the engine.

Warm engine and stand upright on centerstand to drain oil, let drain for 15 minutes.

I use Castrol Power1 GPS 4T 10W-40 in my air and oil cooled Suzuki. You will need 5 quarts when changing oil and filter. The link below has diagrams of the bike in exploded views.
This site provides a review and all the specifications of the bike.

Where is the fuse panel on a 2000 intruder VL 1500

the fuse panel is under the speed sensor cover. it is the chrome cover on right side of bike. the same cover you have to remove to put oil in it. it is the one that does not have the oil sight glass in it. only 2 allen bolts hold it on.

Where is the oil stick located?

There isn't one. There is a sight glass on one side of the crankcase cover. You can get an idea of where it is by looking at the parts microfiche.
